City Council Agenda: 'STAR' Teacher, Bag Ban, Cell Phone Tower

An eighth grade class aces the STAR test thanks to an outstanding teacher, the council considers banning plastic and paper bags, and the council prepares to approve a cell phone tower.

The following selections are from the Milpitas City Council's agenda for Tuesday, Oct. 4. The full agenda can be accessed here.

Meetings are held at 7 p.m on the first and third Tuesdays of each month in the council chambers. The meeting will also be streamed live online.

COMMENDATIONS AND ANNOUNCEMENTS:

Russell Middle School teacher Dawn Hartman, will be commended for helping all 34 of her eighth graders receive an "advanced" on their 2011 STAR Test in geometry.

The council will announce the Help People with Intellectual Disability Days, which will begin Oct. 9.

It will also announce Fire Prevention Week from Oct. 9-15.

 

ADOPTIONS AND REPORTS:

Adopt a resolution to approve a at 777 South Main Street, Milpitas.

  • Background: On Aug. 4 the planning commission approved a conditional use permit that allowed for the construction of a 60-foot tall wireless telecommunication tower camouflaged as an elm tree. The approval would allow the facility to accommodate four service carriers, with AT&T Wireless as the first service provider.

Receive a presentation by building staff on the health and safety of .

  • Background: Councilmember Gomez requested a report to the city council to address the health and safety issues brought up by the Friendly Village residents and to take appropriate action with regard to the concerns expressed by the residents.

Receive a crime report from Milpitas Police Chief Dennis Graham.

  • Background: At the special city council meeting of Aug. 23, Mayor Joe Esteves requested a report on crime from the Chief of Police.

Receive a study on single-use carryout bags and prepare and ordinance to .

  • Background: On Sept. 21, 2010, the city council referred evaluation of a potential ban on single-use plastic and paper bags to the Recycling and Source Reduction Advisory Commission and directed staff to seek consultant support to study the impact of a potential ban. RSRAC reviewed study results and recommended that the city develop an ordinance to restrict the use of single-use plastic and paper carryout bags.

  • Background: From Aug. 31- Sept. 27, the Bay Area Air Quality Management District received four odor complaints originating in Milpitas. One identified a garbage-related odor, one identified a sewage-related odor and two did not identify a source. As of the last council update, the city’s odor reporting program has received seventeen reported complaints to bring the total number of complaints received since May to 26.
